The Schiff-Cardenas Crime Prevention Act of 2000 (AB 1913) was signed into law September 7, 2000, making state funds available on a non-competitive basis for counties to develop and implement plans for preventing and addressing juvenile crime. The Act required local Juvenile Justice Coordinating Councils to develop Comprehensive Multiagency Juvenile Justice Plans containing proposals that delineated program implementation as well as the most cost effective manner in which to expend the funds.
