From a structure still in flux in mid-2009 to an institution with 56 full-time and 34-part employees, the DLBA has emerged under mayor Mike Duggan as a major force in Detroit's revitaliation. Notably, several City staff have moved to the Land Bank, and it has a political momentum that seems to have dwarfed the traditional center of power at the Detroit Economic Growth Corporation

The DLBA has a seven-member board appointed by the mayor and City Council designed to manage (and hopefully sell) tax-reverted properties. Local land banks clear titles, and buy, sell, demolish, and rehabilitate properties. As of mid-2009, the Genesee Institute in Flint was writing the Authority's bylaws.

The board held its first meeting on 15 July, 2009.
