The property was previously known as Parcel C. The parcel was once considered a location for Walmart. However vocal opposition to the plan led to the City eventually purchasing the property which was then sold at a great loss during the recent economic downturn. The City was previously unsuccessful in an attempt to take the property via eminent domain. The City sold the parcel to Lewis Land Developers for $8 million in 2013.
