As of November 2019, 95% of voters now say homelessness has become a very serious problem in LA. Justin Marine, a student who took a poll stated, "You can be in a good neighborhood, and it can be right around the corner. You can't escape it." 90% of citizens say mental illness and substance abuse is the top reason why people go homeless. Another survey result says that 49% go homeless because they cannot keep up with the cost of living there. There are roughly 36,000 homeless people in LA. This was a 16% increase from the previous year. A third of voters say they know someone who has gone homeless or faced housing insecurity. In court, it was agreed that sleeping in public cannot be banned unless they provide a bed for every single person who wants one. As of recently, a new law has been proposed that temporary shelter will be provided to any homeless person who wants to come inside.
