Cary Kent was a Sergeant with the Berkeley Police Department on the narcotics squad. He was convicted of stealing heroin and methamphetamine from the department's evidence locker, but never spent a day in jail for it. It was found that between the years of 1998 and 2007 he tampered with as many as 286 evidence envelopes.1

In 2011 - five years later - it was revealed that the Berkeley Police Department had "only taken minimal steps to improve the situation, according to a recent report by the city auditor, Ann-Marie Hogan."2
