On April 16th, 2013 a resolution was recommended by Councilmember Desley Brooks and adopted by City Council to recognize Jintian Liang, a student at American Indian Public High School, for his academic achievement and for his nomination to the 2013 US Presidential Scholars Program.
April 16th, 2013 was named "Jintian Liang Day" in Oakland.

RESOLUTION N O . C.M.S. INTRODUCED BY COUNCILMEMBER DESLEY BROOKS
RESOLUTION RECOGNIZING JINTIAN LIANG FOR HIS ACADEMIC ACHIEVEMENT AND FOR HIS NOMINATION TO THE 2013 U.S. PRESIDENTIAL SCHOLARSPROGRAM
WHEREAS, Jintian Liang, a senior student attending American Indian Public High School (AIPHS), in Oakland California, was nominated for the 2013 U. S. Presidential Scholars Program, which is a very prestigious honor as only 141 graduating high school seniors are nominated nationally and Jintian Liang is the only Oakland public school student to be nominated; and
WHEREAS, the U.S. Presidential Scholars Program was established in 1964, by executive order of the President, to recognize and honor some of our nation's most distinguished graduating high school seniors; and, in 1979, the program was extended to recognize students who demonstrate exceptional talent in the visual, creative and performing arts. Each year, up to 141 students are named as Presidential Scholars, one of the nation's highest honors for high school students, and honored scholars are selected based on their academic success, artistic excellence, essays, school evaluations and transcripts, as well as evidence of community service, leadership, and demonstrated commitment to high ideals; and
WHEREAS, the American Indian Public High School serves 285 inner-city students in ninth through twelfth grade, and is as one of the top high schools in Oakland and Califomia, and within the top 100 schools in America; and, the focus of AIPHS is excellent student attendance (99.5%), which helps to ensure the academic needs of all students who attend the school, which has been the foundation to ensure academic success in English Literature and mathematics; and, the curriculum has been designed to enhance the academic skills of socio-economically disadvantaged students, and AIPHS also provides instruction that develops the students' academic skills in writing, science, social science, business, and the humanities, and each year,
100% of AIPHS's students are accepted into 4-year colleges, including UC Berkeley, MIT, Cornell, Columbia, UC Davis, Princeton, and Stanford University; and
WHEREAS, Jintian Liang is a talented young scholar who states that the hardest subject in school for him was Advance Placement English, and with direct help from Mr. Russell, his English teacher, Jintian was able to drastically improve his writings skills and strongly believes that his academic success was made possible by the support he received from staff at AIPHS; and
WHEREAS, Jintian will be the first member of his family to attend college, his future academic goals include attending Stanford University, where he plans to study Computer Science, he has stated that being a student at AIPHS has provided him with a grade "A" education, and when asked what he has gained from being a student at AIPHS, he said the following, "AIPHS has many great teachers who are willing to stay after school and assist students with various subjects. The student community here is also pretty spectacular. Everywhere you look, you will find support, support, and more support. AIPHS made the path to college as painless as possible, and for that, I am eternally grateful for the school;" now, therefore, be it
RESOL VED: That this Council joins the American Indian Public High School, staff, family and friends in recognizing Jintian Liang, a talented and enthusiastic youth, for his nomination to the 2013 U.S. Presidential Scholars Program; and be it
FURTHER RESOLVED: That the Oakland City Council, in recognition of Jintian Liang's academic achievement and nomination to the 2013 U.S. Presidential Scholars Program, hereby declares Tuesday, April 16, 2013 as:
"Jintian Liang Day"
in the city of Oakland, and does encourage all of its residents to acknowledge the day accordingly.
