... return to Books about Oakland
The Oakland Project was a series of books published out of Berkeley in the 1970s describing in great detail the effects of federal aid in Oakland. The books argue that federal aid was very much a failure in Oakland and provide a lot of details about the power struggles between the federal government, city government, and community.
