Please help identify the officer in the center who billy clubbed a bicyclist.
Also please help identify any other officers in the video who witnessed this police abuse, and contrary to policy failed to report it.
Oakland Police Department's crowd control policy allows for officers to push or jab with their batons in order to move a crowd. But under no circumstances, particularly a non-violent protester on a bicycle, should the officer be taking full arm swings at a civilian as the cop does in this video.

It is unknown if internal affairs looked into this case or disciplined the officer.
