William E Miller (1824-1896) was on the City Council in 1877.

William E Miller is described repeatedly as a "capitalist." A banker, his obituary describes him as holding business meetings almost up until the moment of his death (which happened in his chair).1

Miller arrived in California in 1849 and first worked in the lumber business. Along with WD Heaton, Miller owned the First National Bank at Broadway and Tenth and was the vice-president of the Oakland Savings Bank.2

Miller is buried at Mountain View Cemetery.3
