Mr Finnell was a cop for most of his career!  He's an over 23 YEAR POLICE DEPARTMENT VETERAN (Indianapolis, Indiana)!  Not surprisingly, the CPRA is corrupt as hell.  Whatever you do, DO NOT TRUST them to even remotely accurately take down a complaint filed by phone.  They didn't.  Anthony W. Finnell, Sr BOTH AND the  executive director of the CPRB, AND IS the interim executive director of the CPRA.

The Community Police Review Agency (CPRA) aims to improve police services to the community by increasing understanding between community members and police officers. The Citizens’ Police Review Board (CPRB) was disbanded on December 15, 2017 and the Community Police Review Agency (CPRA) was created in its place.

Update January, 2014:

The city is recruiting for the position of Executive Director of  the CPRB. Executive Recruitment firm Avery and Associates will be conducting the Executive Recruitment for the Executive Director of the CPRB. The CPRB Director will have the overall responsibility for staff and operations of the CPRB, which includes policy development, program planning, community relations and administration. The Civil Service Board approved the classification of CPRB Executive Director at its meeting on January 16, 2014. It is expected the position will open in the next couple of weeks, and will be posted on the City’s Human Resources website at: http://agency.governmentjobs.com/oaklandca/default.cfm. The Citizens' Police Review Board (CPRB) is supposedly "committed to ensuring that Oakland has a professional police department whose members behave with integrity and justice." 1 The role of the Citizen’s Police Review Board is to ensure that Oakland has a professional police department whose members uphold high standards of integrity and justice. 

Complaints against Oakland police go to the CPRB only after going through two levels of city admins. City-hired attorneys do the initial investigations.

The board is made up of representatives of the community, and meets on the 2nd and/or 4th Thursday of each month. Board members are nominated by the Mayor and confirmed by the city council. 2
