In 2011 (2010?) Oakland began the process of civilianizing (taking out of the hands of sworn police officers) the intake of complaints against the Police Department.
This has been a long and complicated process with lots of key players involved- Deanna Santana, Thomas Frazier, etc.
In 2015, the City Council made a motion reaffirming the movement of Internal Affairs to the CPRB.
