The City of Orland owns and runs its own municipal water supply.  For 2013 and into 2014, the first residential 15,000 gallons is charged a flat $28.73.  Each additional 1,000 gallons of water are charged at $0.71.  Orland gets its water from several ground water wells, with one or two needing chlorination.  Hexavalent Chromium levels have not been an issue for Orland's water supply, even with the EPA's new standard.

The City of Orland remotely reads water meters using radio technology.  Water bills use "units" to describe amounts of water use. Each unit is 1,000 gallons.

Sewage fees are levied on the same bill as the water bill.  The water bill often has special notices on the bottom that announces things such as curb-side greenwaste pick-up or dates for free drop off of bulky goods.  The bill is sent by post every other month and there is no web-based way to track usage.

Renters must may a deposit to start water service.  Home owners do not need to pay a deposit.  The City of Orland will accept credit cards at a nominal fee.
