Barbara Alby is truly an American success story. At one time she was a welfare mom; today, she is the Acting Board Member representing the 2nd District of the Board of Equalization. She served as Chief Deputy to the previous Board Member, Bill Leonard.

California’s Board of Equalization is the only elected Tax Board in the nation. Having been a successful businesswoman, Barbara understands the importance of fair and just administration of tax policy. She has a proven record as a tireless advocate for the taxpayer and business community. Protecting taxpayers is not new to her. Barbara is committed to fairness, common sense and transparency at the Board of Equalization.

The defining moment in Barbara’s life is the day then-Governor Ronald Reagan cut her welfare benefits. She didn’t like him very much back then, but she credits him today for changing her life.

The tenacity and inner strength that helped her at critical moments in her early life served her well in 1993 when she was elected to the California Legislature, representing the Sacramento area. Foremost among Barbara’s legislative accomplishments are laws to protect women and children from sexual predators. She is the author of California’s Megan’s Law, which requires law enforcement to notify you when a sexual predator moves into your community. As a domestic violence survivor, she is also very proud of her landmark legislation that now allows police to arrest for “probable cause” in domestic violence calls. This law has been a significant intervention tool to save women trapped in violent relationships.

The Second District includes the counties of Alpine, Amador, Butte, Calaveras, El Dorado, Fresno, Glenn, Inyo, Kern, Kings, Lassen, Madera, Mariposa, Merced, Modoc, Mono, Nevada, Placer, Plumas, Sacramento, San Joaquin, Shasta, Sierra, Siskiyou, Stanislaus, Sutter, Tehama, Tulare, Tuolumne, Ventura, and Yuba. It also includes parts of Los Angeles, San Bernardino and Santa Barbara Counties.
