On May 22, 2000, at a town hall meeting, hundreds of people from Winters and the surrounding rural area voted unanimously to create what became known as the Winters Healthcare Foundation. A highly respected local physician, Dr. Bill Davis, had decided to stop practicing medicine in Winters because he felt that corporate healthcare policies had begun to dictate exactly how he should practice medicine. The community asked Dr. Davis to stay, embracing his personalized approach to medical care for patients. They wanted to ensure that quality primary care services — including all the benefits of modern medical science, preventive health education, and patient advocacy – would be accessible to everyone in the region.

Since 2000, the Winters Healthcare Foundation has been providing quality healthcare to those who need it most, including the uninsured.

The founding of the clinic generated national media attention with articles featured in the Los Angeles Times, People Magazine, Time Magazine, and many other newspapers throughout the nation. (http://www.time.com/time/magazine/article/0,9171,999314-2,00.html)

In May 2012, Dr. Bill Davis was given the choice of being fired or resigning from his long and dedicated work at the Winters Health Foundation. He chose to resign. Winters Express published an article about this, which can be found at http://www.wintersexpress.com/news.html.
