The Isla Vista Redevelopment Project Area Committee (or PAC/GPAC) was established in 2001 to make recommendations to the Santa Barbara County Board of Supervisors regarding the future of Isla Vista. They are officially part of the Successor Agency to the former County of Santa Barbara Redevelopment Agency in Isla Vista.

According to the Election and Formation Procedure, there were to be thirteen members, with two business owners, one tenant, one owner/occupant, and the remaining nine being selected by Existing Community Organizations. The list of organizations given this power is below.

The election of these members occurred on October 30th, by which point a lawsuit had already been filed claiming that the election process was unfairly biased against the interests of business and property owners, who were concerned about the possibility of eminent domain.
