Jean Quan was a supporter of the DAC until she wasn't. On March 4, 2014 she wrote an open letter to Oakland asking City Council to back off to Phase 1, the Port. Note: at the City Council meeting on March 4, Deputy City Administrator Arturo Sanchez stated that the Mayor didn't actually mean she was against the DAC.
