City Council District 1 includes the neighborhoods of Alkali Flats, Downtown, Richards Boulevard, South Natomas, North Gate, and North Natomas.

The district is currently represented by Angelique Ashby (2011 - present).

The issues facing the 1st district are varied. For residents, in Downtown, Alkali Flats, and, Richards Boulevard, the most important issues revolve around development - specifically, urban infill, redevelopment, and development of the Union Pacific Rail yards. In Northgate and South Natomas, residents are most likely to be concerned with crime. In North Natomas, the City's newest and fastest growing area, residents are most likely to be concerned with urban sprawl and the safety of the levees that protect the area which lies in a historic flood plain.
