Carnegie Way runs east-west between College Street and 1st Street on the north side of the Woodland Public Library and the south side of a city public parking lot. Situated just south of North Street and just north of Court Street, Carnegie Way is latitudinally aligned with Fire Alley and Hope Alley.

The public parking lot on the opposite side of Carnegie Way from the library is planted with the invasive weed species Purple-leaf Plum/Cherry Plum (Prunus cerasifera). However, it is also planted with California Fan Palm (Washingtonia filifera), which is native to California although not native to Woodland. Other non-native trees in this parking lot include Deodar Cedar (Cedrus deodara), Chinese Hackberry (Celtis sinensis), Chitalpa (Chitalpa tashkentensis), English Hawthorn (Crataegus laevigata), Goldenrain Tree (Koelreuteria paniculata), Crape Myrtle (Lagerstroemia indica), Chinese Pistache (Pistacia chinensis), and London Plane (Platanus × hispanica).
